    Step-by-step recipe

    1. Prepare the pasta sheets: drop them into boiling salted water for 2 minutes, then transfer to a towel and pat dry. This keeps the sheets supple for shaping.
    2. Béchamel: melt the butter over medium heat, add the flour, and stir for 1–2 minutes until lightly nutty in aroma. Gradually pour in the milk, whisking constantly, and cook until thickened. Season with salt and pepper.
    3. Meat filling: heat the olive oil, brown the ground meat, breaking up any lumps. Add the tomato purée, red pepper paste, water, paprika, black pepper, cumin, and salt. Simmer for 10–12 minutes until tender and some of the liquid has evaporated.
